Local SEO or Google Ads: Which to Choose First

Both tools bring in customers who are already looking for you, but they work in completely different ways. Here's how to decide where to put a limited budget first.

Local SEO or Google Ads: Which to Choose First
In this article

When you have a limited marketing budget, the question I hear most often is where to invest first: local SEO or Google Ads. Both bring in people who are already looking for your service in your city, but they work very differently. In this article I compare them on speed, cost and how long results last, and explain when it makes sense to start with one or the other.

What a Google result for a local service looks like

When someone types “car repair Rijeka” or “hairdresser Zagreb”, Google usually shows three kinds of results:

  1. Paid ads at the very top, marked as sponsored.
  2. A map with three businesses, known in the industry as the local pack.
  3. Classic website results below the map.

Google Ads buy a place in the first group. Local SEO builds a ranking in the second, and partly in the third. About 75% of customers click one of the top three businesses on the map and call straight away, so for most local businesses the map is the most valuable spot on the page.

How they work differently

Google Ads are a rental. While you pay, you appear at the top for the searches you chose, and as soon as you stop, you disappear. You pay for every click, whether or not the person ends up calling.

Local SEO is construction. The work goes into your Google Business Profile, reviews, website and local signals, so that Google shows you on the map by itself. Calls and clicks from the map are free, and the ranking keeps working for you even when you pay nothing per click. I explain step by step how that ranking is built in Ranking on Google: how a local business reaches the top 3.

Speed of results

Ads can bring the first calls on day one of a campaign. That makes them attractive when you need work right away, when you are opening a new location or when the season is starting.

Local SEO takes longer. The first changes on the map usually show within a few weeks, and reaching the top three takes up to 90 days. A real example: a plumber from Rijeka went from 12 of 130 measuring points to 1st place in 79 days and had 35% more calls in the first month, without spending a single euro on ads.

Long-term cost

With ads every click has a price, and that price rises as competition grows in your industry and city. In some industries, such as emergency call-outs or legal services, a single click can cost several euros. The cost per new customer stays similar month after month, because every new customer needs a new click.

With local SEO you pay for the work of building the ranking, while the clicks and calls from the map are free. The longer you hold the ranking, the lower the cost per new customer. In the long run, a business that is steadily in the organic top three usually pays less per customer than one that depends on ads all the time.

A quick comparison

Google Ads Local SEO
First results from day one first changes within weeks
How long visibility lasts while you pay stays once built
Cost per click you pay for every click map clicks are free
Customer trust labelled as an ad reviews and organic ranking
Best for a fast start, the season, testing a steady source of calls

When it makes sense to start with ads

I would recommend ads as the first step if:

  • you need work now and have no visibility on Google yet
  • you are just opening a new shop or location
  • the season is starting and you cannot wait
  • you want to test quickly how many people in your city search for your service

In those cases ads bridge the period while the organic ranking is built in the background. I write more about how I set up campaigns on the Google Ads page.

When it makes sense to start with local SEO

Local SEO is the safer foundation if:

  • you can wait a few weeks for the first results
  • you want a source of calls that keeps working when you stop investing every month
  • you work in an industry where clicks are expensive
  • you already have happy customers who can leave reviews

For most trades, salons and repair shops the map brings the most calls, because customers can call or get directions with a single tap.

A combination instead of either/or

In practice the best results usually come from a combination. Ads cover the short-term need, and the organic ranking is built in the background. Once the business reaches the top three on the map, the ad budget can often be reduced or aimed only at the most valuable searches and seasonal peaks.

Data from ads also helps SEO. After just a few weeks of a campaign you can see which searches bring calls, and I then build those same searches into your Google profile and website.

Conclusion

Google Ads give you speed, and local SEO gives you durability. If you need work now, start with ads and build your ranking in parallel. If you can wait a few weeks, local SEO is an investment that pays off more and more over time. If you are not sure where to put a limited budget first, I am happy to look at your situation on a free call and suggest the order that makes most sense for you.

Frequently asked questions

Which brings results faster, local SEO or Google Ads?

Google Ads can bring the first calls on the first day of a campaign. Local SEO takes longer, usually up to 90 days to reach the top three on the map, but the ranking stays after that.

Can I do both at the same time?

Yes, and it is often the best combination. Ads cover the short-term need for enquiries while the organic ranking is built in the background, and once the ranking is stable the ad budget can usually be reduced.

What budget do I need for Google Ads?

It depends on the cost per click in your industry and city. For local services the budget is set by the number of enquiries you need and limited to the area you serve, so it is not spent on clicks outside your city.

What happens to my visibility when I stop paying?

With ads, visibility disappears the same day you stop paying. With local SEO the ranking stays, though it is wise to keep maintaining your profile, reviews and posts, because competitors do not stand still.
